Definition
The generic tracked item in a tool like GitHub or Jira — a bug, a feature, a task, a question — with a number, a title, a discussion and a state, open or closed
The word the tools use so they do not have to pick one. What makes an issue useful is what a story or a bug report needs anyway: a title that says the outcome, enough context to start, and a close that says what happened.
This garden's work is GitHub issues: each is filed with the decision or the mechanism, labeled by kind, and closed by the pull request that landed it — so the tracker is the record, not a to-do list.
