Definition
The ordered list of everything a team might do next — features, bugs, stories, chores — kept by one owner who decides what is at the top
The order is the point: an unordered backlog is a wish list. A healthy one is short at the top (refined, ready to start) and vague at the bottom (ideas nobody has committed to). GTD calls the personal version a project list; the difference is that a backlog has one owner and a team pulls from it.
A backlog is a promise about order, not about completion. Anything below the fold is a candidate, and letting candidates age out is part of keeping it honest.
