The element for introductory content — at the page level, the masthead with the logo, site name and primary navigation, which is the banner landmark; inside an <article> or <section>, that piece’s own heading group, byline and date, which is not a landmark at all
One element, two jobs, told apart by where it sits. The page banner should be one per page and hold what repeats on every page; an article’s header holds the <h1>, the date and the author line, which is how the feed page’s entries and the resource page’s title block are marked up. A <header> is not a heading — the heading is the <h1> inside it — and it does not need to be at the top of anything, only at the start of the thing it introduces.
The start of something, with the things that say what it is. At the page level that is the site; inside an article it is the article.
