Steps in a procedure, a ranking, a sequence of decisions: the agenda slide in the sync deck is one, the GTD workflow’s three questions are one, a runbook is one. The number is part of the content, which is why it should come from the element and not be typed into the text — a screen reader reads “3 of 5” from the element and would read “three, 3” from the text. CSS counters restyle the numbers without losing them.
When the third thing must come after the second, say so with the element. The numbering is not decoration; it is the claim that order matters.
