The gate a web page must pass, and the reason a brand site is reviewed as a set of screenshots with a job number rather than as a codebase. Every claim, image, footnote and safety statement is approved in a specific arrangement; move the ISI below a claim it was approved above and the page is unapproved again. That is what makes regulatory sequencing a structural rule and a design system valuable in this industry: an approved pattern is one fewer thing the committee must read from scratch, and a locked tier is a promise that the approved arrangement holds. Also called PRC (promotional review committee) in some companies.
The reviewer's memory is the weak point: a rule that lives only in what the committee remembers approving is a rule the next page can break by accident. Writing it into a pattern is how a design system earns its place in a regulated market.
