For years the answer to "how does Tailwind actually work": a PostCSS plugin, next to Autoprefixer, in a config file every project carried. Tailwind v4 moved to its own engine and the config file went away, which is the usual fate of infrastructure that did its job — PostCSS is still under a good deal of the toolchain, just no longer a thing you configure.
