A company's live web properties as they exist today — the sites, their components, their stylesheets — as opposed to any design system's description of them
Sizing a migration is sizing the estate, not the design system; and an estate can turn out to be two.
The thing a migration actually moves. A design system says what should be; the estate is what is, and the two are measured separately because they disagree. Estate vocabulary — the words the live sites use for themselves — lives in this glossary by decision (ADR-0007).
